Anthony Lepore – President & Director of Regulatory Affairs
Anthony is President and Director of CityScape’s Regulatory Affairs department and provides guidance and oversight related to all wireless communications consulting to local governments on state and federal wireless regulatory issues. Anthony has more than 30 years’ experience in communications regulation and is considered one of the most knowledgeable authorities regarding wireless communications regulation. Anthony has extensive experience and background in developing compliant communications regulations and is conversant with current applicable federal and state regulations as it applies to local government, including the Telecommunications Act of 1996 and subsequent federal and state regulations and decisions affecting the placement of wireless infrastructure.
Anthony is based in Washington D.C., where his background and focus has specifically been wireless communications regulations, ancillary communications matters, FCC licensing and regulatory updates, representing clients engaged in both established and emerging communication technologies including; radio and television broadcasting, tower management services, mobile radio and interactive data services, and communications equipment manufacturers. Anthony can assist your local community in navigating the various state and federal protocols that govern wireless placement, as well as assist local communities who opt to lease their public property for wireless infrastructure.

Kay Miles – Vice President Business Manager
Kay is Vice President and Business Manager at CityScape, and she has spent the last 25 years since its incorporation, processing tower leases, administering contracts and overseeing all of the non-technical financial operations at CityScape. Kay joined both Rick and Anthony in the pursuit to provide local government with the necessary guidance and tools for dealing with the wireless industry.
Before starting a wireless consulting business, Kay spent 10 years working for radio broadcasting companies, where she eventually managed and administered the tower leases for Guy Gannett’s owned towers in Orlando and Miami. Kay now helps local governments by maintaining working and leasing relationships with all of the industry providers, including AT&T, Sprint, T-Mobile, and Verizon, along with numerous tower owners and developers. Her goal is to assist and educate local government in securing best lease options that will provide the most new revenue and long term benefits for their budget and goals.

Elizabeth Herington-Smith – Vice President Government Relations Director
Elizabeth is an award-winning telecommunications and marketing professional who has been assisting CityScape since 2011 in building its clientele and working as governmental liaison between those clients and the wireless industry.
Elizabeth serves as point of contact for wireless application reviews, provides consultation on wireless regulations and ordinance revisions, assists master planning projects and well as represents CityScape at governmental trade shows, workshops and presentations, public hearings and planning conferences nationwide.
Elizabeth’s background is mainly in the broadcasting industry specializing in radio communications. She comes to CityScape as a professional manager and business owner with over 25 year’s business experience. Elizabeth isn’t afraid of the tough questions and you can expect one hundred percent transparency when working with her on any project.

Susan Rabold – Vice President Project Planning Director
Susan is Project Manager for CityScape and lead on wireless master planning projects and infrastructure assessments. Susan provides consultation on wireless regulations, application reviews and hearing attendance. During the past 19 years at CityScape, Susan has assisted many communities nationwide in the drafting and adoption of numerous wireless communication ordinances, assessment of public properties, the development of comprehensive wireless master plans and navigating small wireless facilities deployment.
Susan is proud to have over 25 years of local government planning experience. She began her planning career as a zoning administrator for the City of High Point, North Carolina and later joined the staff at the City of Greensboro where she served as the Technical Review Committee Administrator. Her long term experience with local government makes her well qualified to assist communities with any planning matters.
Susan appreciates educating our clients about their options related to wireless development and she is well-known for her presentations on wireless communications technology trends and solutions. She has presented to hundreds of local governments nationwide, including numerous state sponsored American Planning Association conferences, Municipal Leagues, Attorney Associations and Council of Government Functions.

Ben Evans – Senior Project Engineer
Ben is a Communications Engineer and serves as CityScape’s engineering analyst on all wireless projects in disciplines such as application review, propagation mapping for master plans and expert testimony. Ben oversees all other engineering projects including electrical power design, and telecommunications antenna design for wireless facilities.
After receiving his bachelor’s degree from the University of Wisconsin-Madison, Ben worked mainly in communications engineering. In the private sector, Ben has designed hundreds of new communications facilities from the concept, filing federal construction permit applications and certifying facilities for licensing by the Federal Communications Commission.
Ben has more than 35 years of RF engineering experience in mobile wireless, propagation theory and mapping, backhaul microwave links, and frequency allocation/signal coverage optimization for radio and television stations.
Ben is proud to be serving on the Board of Directors of the Association of Federal Communications Consulting Engineers.
