Anthony Lepore – President & Director of Regulatory Affairs
Anthony serves as President of CityScape Consultants and leads the firm’s Regulatory Affairs department, where he provides expert guidance to local governments on complex federal and state wireless communications regulations. With over 30 years of experience in communications law and policy, Anthony is widely regarded as one of the foremost authorities on wireless infrastructure regulation.
He assists in developing legally sound and defensible wireless communications ordinances, and is well-versed in the Telecommunications Act of 1996 and all subsequent federal and state rulings impacting the siting of wireless facilities. His extensive knowledge ensures that municipalities remain compliant while retaining local control to the fullest extent allowed by law.
Based in Washington, D.C., Anthony’s regulatory focus spans wireless communications, FCC licensing, emerging technologies, and ancillary communications issues. His experience includes advising clients in radio and television broadcasting, mobile radio, interactive data services, tower management, and communications equipment manufacturing.
Anthony works closely with municipalities across the country to help them navigate state and federal protocols related to wireless infrastructure deployment. He also assists local governments in evaluating and negotiating public property leases for wireless use, ensuring communities benefit from both legal compliance and financial opportunity.

Kay Miles – Vice President Business Manager
Kay is Vice President and Business Manager at CityScape Consultants, where she has played a pivotal role since the company’s founding 28 years ago. She oversees all non-technical and financial operations, including tower lease administration, contract management, and municipal revenue strategies.
Kay co-founded CityScape with a shared vision of equipping local governments with the guidance and tools needed to effectively manage wireless infrastructure and navigate the complexities of the wireless industry.
Prior to CityScape, Kay spent a decade in the radio broadcasting industry, where she managed tower leases for Guy Gannett Communications’ assets in Orlando and Miami. Today, she continues to serve as a trusted liaison between municipalities and the wireless industry, maintaining long-standing relationships with major providers such as AT&T, T-Mobile, Verizon, and tower developers nationwide.
Her mission is to help local governments secure optimal lease terms that maximize revenue while supporting long-term planning and community goals.

Elizabeth Herington-Smith – Vice President General Manager
Elizabeth is Vice President/General Manager of CityScape Consultants, overseeing all day-to-day operations of the firm, including engineering, lease management, application review, and client services. Since joining CityScape in 2011, Elizabeth has played a critical role in expanding the firm’s reach, strengthening municipal relationships, and ensuring seamless coordination between local governments and the wireless industry.
An award-winning telecommunications and marketing professional, Elizabeth serves as the primary liaison for CityScape’s clients—managing wireless application reviews, advising on regulatory and ordinance updates, supporting wireless planning projects, and representing the firm at public hearings, trade shows, and planning conferences nationwide.
Elizabeth brings over 30 years of experience in business management and communications, with a background rooted in the radio broadcasting industry, where she specialized in radio frequency communications and operational leadership. A former business owner and seasoned manager, she is known for her direct, transparent approach and her ability to address complex challenges with clarity and confidence.
With a deep understanding of both municipal priorities and industry dynamics, Elizabeth ensures that CityScape delivers results that align with the long-term goals of the communities it serves.

Ben Evans – Senior Project Engineer
Ben is CityScape’s lead Wireless Communications Engineer and serves as the firm’s engineering analyst for all wireless communications projects. His responsibilities include technical review of wireless facility applications for new facilities and upgrades and modification of existing facilities and providing engineering expert testimony for communities nationwide.
With more than 35 years of experience in RF engineering, Ben brings deep expertise in mobile wireless systems, propagation theory, signal coverage modeling, backhaul microwave link design, and frequency coordination for radio and television broadcasting. His work is grounded in optimizing network performance while ensuring compliance with federal and local regulations.
After earning his bachelor’s degree from the University of Wisconsin–Madison, Ben worked extensively in the private sector, where he designed hundreds of new communications facilities. His responsibilities spanned from system concept design to filing construction permits and certifying facilities for licensing with the Federal Communications Commission (FCC).
Ben is an active member of the professional community and currently serves on the Board of Directors for the Association of Federal Communications Consulting Engineers (AFCCE), where he contributes to advancing industry standards and best practices.
