Wireless Master Plan

CityScape has been developing Wireless Master Plans for local government since 1997 to address public concerns for protecting community aesthetics. We uncovered that citizens need and want wireless services but not necessarily infrastructure on every corner. With the advent of 5G technology, our Wireless Master Plan can be an important tool to assist communities in managing wireless infrastructure. The Plan is a comprehensive wireless telecommunications study produced by our professionals in which all existing infrastructure is assessed, mapped and analyzed. Industry-accepted RF network design standards are used to create mapping to demonstrate existing and anticipated coverage and capacity gaps. The customized Plan examines community characteristics, outlines wireless trends, analyzes propagation maps and estimates the number of facilities that will be needed over the next ten years.

Our unique master planning process includes land-use planning strategies combined with comprehensive review and revision of existing local regulations. Updating your wireless code ensures not only compliance with federal and state mandates but creates the desired objectives uncovered by the Wireless Master Plan. Wireless Application Reviews

CityScape has unparalleled experience in representing local government and providing unbiased technical review of wireless communication applications. Our reviews are processed through planning, engineering and regulatory staff to assure compliance with federal, state and local guidelines. All submittals are checked for concerns or conflicts and accuracy of data. With the ongoing evolution of wireless regulation at state and federal levels, CityScape works with your staff to ensure compliance with applicable processing timeframes permitted. The current prevalence of increased deployment of 5G small wireless installations in public rights of ways (ROW) creates even greater importance to recognizing and complying with review and adjudication timelines. Our report provides timely and impartial analysis based on technical merits of the application and will offer suggestions and/or resolutions if necessary. Expert testimony is also available for public hearing.

Ordinance Review and Recommendations

The wireless regulatory environment is constantly evolving. Our regulatory team maintains ongoing analysis of the latest standards implemented by FCC Orders, Congressional statutes, state and local laws. There is a vast amount of ever-changing information to integrate to ensure your community’s local regulations are properly designed. Our proposed amendments are ultimately intended to improve planning staff efficiency, precision in processing permit applications, clear and concise direction for elected officials and improve overall effectiveness of the regulations. All revisions will facilitate continued orderly wireless network deployments, include strategies to improve visual aesthetics of future new facilities and ensure future infrastructure does not negatively impact your community. Our regulatory products are specific and unique to each community and we can further assist with presentations to support the final adoption of new or modified regulations.

Leasing and Site Administration

Leasing public property for the purpose of developing wireless infrastructure is very beneficial to your community by creating alternate sources of revenue to support local government operations. Additionally, as landlord, a community has the opportunity to provide precedence for better aesthetics and infrastructure design that often exceeds its abilities as a regulatory entity. The intent of our leasing program is to simplify and streamline the process to make leasing and developing public property for wireless infrastructure an uncomplicated task for local government. Not all wireless sites can be located on public property; however, we work diligently to determine best scenarios and we will use our experience and knowledge of the wireless industry’s objectives and translate it into a benefit and long-term revenue for your community. Our primary objective is always to ensure that each new facility approved will be designed for maximum usage for as many wireless service providers as feasible, effectively reducing the total number of towers or support structures needed, while simultaneously maximizing revenue potential. Our tower administrators will work directly with local government staff to assure maximum amount of revenue for each facility is based on future upgrades and modifications anticipated at each owned-facility.

Existing Assessments – Database Inventory

Often many communities are unaware of how many wireless infrastructure facilities are located within their jurisdictional boundaries. CityScape can assess all existing facilities and structures by visiting each location to record useful information to analyze existing wireless service deployment patterns. CityScape utilizes the data gathered at each site to prepare detailed inventory catalogs, maps and GIS layers used as a database baseline for application review and long-range comprehensive planning. A current inventory of all facilities in and around your community is a proactive approach to planning for future wireless infrastructure.
